Fire-rated downlights have an enclosed back and are sealed around the edge of the bezel. In the event of a fire, the heat causes the seal to expand and block the hole. This protects the fitting against the fire and stops it spreading between floors in a building.
Non-fire rated downlights don’t offer this tight seal, and so don’t offer extra protection against open flames.
